It could very well be original equipment or even a dealer accessory. Dana was a major manufacturer of these units so large and small car manufacturers used their control modules. I recall adding cruise control to my 1979 900 EMS, lacking cruise control, that I got as a Saab accessory. I can’t recall the control unit manufacturer, but the location was the same as you refer to. A vacuum servo mounted under the hood controlled the throttle once cruise control was activated. I do recall making adjustments to the cruise control variable potentiometers with a small screwdriver through holes in the control module, just like in your photo. There were other US made parts on the 900, and if I recall correctly, the power steering pumps on 900 (the EMS had no power steering but by 1985 900S did) was a common GM pump. I also added air conditioning to the 900 EMS, another dealer supplied accessory, and the compressor was a US-made unit.
