OK, the testing of your dash cluster is pretty simple.
Pull the 3 pin connector off the top of your sending unit (remove the floor carpeted cover in the trunk to access).
The female connector harness has 3 wires.... one of them is black (earth/ground). The other 2 wires are discrete outputs for the dash.... fuel level and LOW fuel.
Use a copper jumper wire one at a time from the black to each of the other female connectors. By using the jumper wire with key ON you should get the LOW fuel light off one wire, then on the other with a jumper (essentially no resistance) the fuel gauge will read FULL. The actual fuel level sender is a variable resistor... as the float level drops the resistance increases and the fuel gauge needle tracks downward.
