I agree, the Pagano harness looks to be pretty simple. The issue is, how do you reverse the logic of the sender? That is, how do you turn resistance high=full into low=full?
If the ohm range is different but the logic is the same (low=full), then you can use the Ohm's Law calculation to get the proper value for a resistor to put in parallel with the sender and get the range in the right spec. There are simple online calculators you can play with, just search "resistors in parallel calculator". You could even do it with a potentiometer (adjustable resistor) and trial-and-error, to precisely adjust your gas gauge!
Again, the trouble is that the logic is flipped. How do you use a simple unpowered analog circuit to transform high into low resistance, and low into high resistance, thus flipping the scale?
Or, MAYBE, this is the case: the Pagano harness is spec'd for pump/senders 1990-1993... Do these early 1990s pump/senders have the low=full logic (same as our senders) but with a different range? Then the problem is easy, and he is charging $125 for one little resistor and some plugs and wires.
