a big problem in CA is that many of the techs in the smog stations are clueless about cars that are older than 10 ys or so. I had my totally stock 02 Viggen "fail" a visual inspection at a required "Star" smog station because the picture book the tech was looking at didn't fit exactly what he could see in the engine bay. After a rather testy conversation I wasn't charged, took the car to a place that was more familiar with older cars, and had no problems passing. About all you can do in these situations is file a complaint with CARB against that particular station, and find a station run by folks that know old cars.
