In PA, if a car is over 25 years old you can register it as a classic car and avoid annual safety and emissions tests. And not all parts of the state require annual emissions inspections. But classic registration limits the amount you can drive so it shouldn’t be used as a daily driver. I haven’t found old 9-5s to be a problem passing emissions tests so I may just pass on the classic registration to keep my driving options open. I maintain my cars so the emissions should not exceed the design emissions at the time they were manufactured. Air pollution is a serious health problem here with the air quality regularly exceeding healthy limits for PM 2.5 (fine particulates under 2.5 microns) and ground level ozone so I don’t want to contribute to the problem if I can avoid it. Emissions tests are done by a Saab master tech at my local authorized service facility so I don’t have a problem with the tech not understanding old Saabs. I have noticed parts availability for things like catalytic converters are becoming a problem for states with stricter limits like NY and CA, so that might eventually force some of us into classic registration if we can’t get certain parts.
