That big "yoke" that provides the rough triangle shape for the overall caliper is supposed to slide side-to-side on the caliper cylinder/core. If you've dialed in the piston enough to get the inside pad inserted but not enough room for the outer pad, I'd remove the inner pad and gently pry/lever that yoke away from the car centerline to give you enough room for the outside pad to go in first. Once mounted, THEN continue dialing in the piston until you have enough room for the inside pad.
I guess you're supposed to insert the outer pad first.
That yoke should be floating enough for you to do this.
