turbo gauge flutters with change of APC box?????

Hello,

I have a 1992 Saab 900 turbo conv. I came across a Swedish Dynamics modified APC box and thought I would replace it with my factory one. With the factory APC box and under wide open throttle, the boost gauge would basically stay pinned to the end of the yellow. While under wide open throttle with the Swedish Dynamic APC box installed, the turbo gauge flutters from end of the yellow to the beginning of the red and then back to the end of the yellow and then back to the beginning of the red... etc. Is this normal? Or, do I need another component changed to aid in a solid pinned boost gauge while under wide open throttle with the Swedish Dynamics APC box?

Thoughts appreciated and thanks in advance.
