Update-

As promised, I checked my '93 Vert.
Note that I have an Alpine head unit with no external amplifier.
Note also that I measured the voltages with the antenna connected.

- With the key off and the antenna down, I measure 12V across the red and green antenna wires.
- With the key on, I immediately measure 0V across the red and green wires, which continues as the antenna rises and completely extends. It stays at 0V.

I was expecting it to be the opposite- key off, no power; key on, power.

I suggest you put your fuse back in, unplug the antenna connector, and see if still draws power (or drains the battery). If it still does, it's the radio. If it doesn't, it's the antenna.
