Check at that switch by the cruise control. There should not be vacuum there when running. If there is and the cruise is not on it is connected to engine vacuum somehow and will put you in base boost. I always take it out of the loop because I want full boost when cruise is on when I am going up an eastern mountain. They often loose speed if only base boost is available for those longer climbs.
