I think my turbo bypass valve is bad..... please read..

Well, i've had a vacuum leak since i've bought my car which has been pretty loud. I replaced all the engine vacuum lines and even the cruise control lines that go into the car (i havent gotten to the rest of the in dash lines) but anyway that's besides the point... the sound seems to come from the area where the brake booster hose goes into the intake manifold. After going through this problem tonight for about 2 hours and finding out that there's nothing wrong in the area of the intake manifold it seems that the turbo bypass valve is bad. When the hose is pulled off of it the sound goes away. I'm not sure why this would make a sound by the intake manifold. the guy i was working with was a mechanic and i know he knows his stuff, i'm just not sure what he meant. he told me that the valve might be bad. What does this sound like? If it is bad, how much is a new one or used? Is this the same as one of those blow off valves that other turbocharged cars have like the eclipse that makes the "blow off sound" when decelerating? Thanks..
