Boost isn't manually adjustable stock in any Saab. There are numerous aftermarket approaches to modifying boost, ranging from Very Nicely Done to Beware Of Shrapnel. There are a few methods for putting a manual boost controller into the cockpit. Since the stock boost system is designed to get the maximum power from the engine with best durability, the purpose of a manual system is to allow you to command a higher boost than the designers intended.
All Saab full pressure turbos come with boost gauges, and have done so since the late 70's. The Aero definately qualifies as a full pressure turbo. The alternative is a low pressure turbo, which was available on some models starting around '94.
Do significantly more research before you buy. Don't fall immediately into the 'legend of the Aero'. No doubt, the Aero is a great car. But don't assume that an Aero stands head and shoulders above all the other Saab models. In general, an Aero has different seats, slightly different suspension, and some engine tuning to improve performance. Some folks love the seats, and others hate them. It all depends on the shape of your butt. As to the engine tuning, it produces more power, but depending on the year, not that much. If you buy a car with an automatic, it may have no more power than a 'stock' car of the same year, due to torque limitations in the auto tranny.
Again, it depends on the year. Some folks say that a late '91 9000T, the first introduction of the 2.3l turbo, are as fast as a later Aero. Late in the 9000 run, around '97 & '98, the regular production car had the same engine as the Aero. Don't take these dates as gospel - I'm not the Aero expert on this list.
All I'm saying is to identify what exactly you're looking for. If you're looking for a fast car, a 5-speed 9000 Turbo with the 2.3l engine is the car. An Aero may or may not be faster. Since by definition you're looking at a used car (production ceased in '98), remember that cars change as they age. A beat Aero will be slower than a nice condition 9000CSE. Frankly, a '97 or '98 9000 is a very nice, very fast car. A good condition 91.5 9000T goes like a scaled cat. Many models in the middle are fast, too.
