Exhaust or ECU? Chicken & Egg Situation

I have a 95 2.3 T 9k CSE, which I wish to uprate from it's present 200 bhp. Information i have seen is conflicting. Some say change the ECU, then the exhaust. Others say change the air filter, exhaust, and then the ECU. Which is the best way? Won't the ECU alter itself to match the exhaust, or is that just a myth (sorry, I work on bikes with carbs-don't know much about this fangled injection stuff)?

How much will a Maptun exhaust cost in the UK-are there any stockists or will I have to get it sent over? Sorry, but trying to get to their website gets me a "Policy Violation" message at work-it probably thinks it is a porn site!
