It's possible that there's more than one thing wrong with the system, but I think you need to take care of #3 before you go any farther. Unplugging the APC valve should make the boost *lower* not higher!
There's a good page that shows how the solenoid valve controls boost at http://www.users.qwest.net/~qed/volvoapc/apcsolenoid.html. Looking at this, I'm guessing you have the "c" and "r" hoses swapped. "C" should go to a fitting on the side of the turbo compresor housing. "R" should to to a fitting in the large duct that feeds the turbo intake.
One more thing that may be helpful, the APC does not get its "brake pedal" signal from the cruise control system. There are 2 separate pedal switches: one for the cruise, the other for the brake lights. APC reads the brake-light signal.
