The reason I mentioned that the "R" and "C" hoses might be swapped is this:

Normally, unpowered, the solenoid should connect "C" to "W" and isolate "R" from "W", just as if you didn't have a valve there.

Powered, with the APC working, it should open up "R" to "W" instead, isolating "C" from "W" and bleeding pressure off the wastegate actuator.

If these were swapped, you would have "R" to "W" when unpowered and "C" isolated from "W" (uncontrolled boost, since the wastegate actuator never sees any pressure). When powered, the APC would try to boost more by opening "W" to "R", but is actually opening "W" to "C" and isolating "W" from "R". Thus, you have base boost while the solenoid is operating normally, and uncontrolled boost when it is not.

The reason I asked whether it had ever worked properly is that this condition couldn't "just happen". The fact that it has always been like this since you bought the car opens up the possibility that the valve was re-connected wrongly after some work carried out prior to your ownership.

The solenoid on my '96 has the outlets marked on the valve and on the hoses. Earlier ones like yours might be missing some of those markings. I don't think there were any markings on my '87 anywhere.

To recap, "W" goes to the wastegate actuator (this is probably OK, as you seem to get the correct response when you unplug the "W" hose), "C" goes to the turbo compressor and "R" goes somewhere I can't quite remember, but it must be before the turbo so it is at atmospheric pressure.

It may turn out to be something else entirely, but I think this theory fits the facts, especially that weird thing about getting uncontrolled boost when you unplug the solenoid connector.
