I think you should definitely replace your head. With all of the problems it has caused you, it just seems like it has reached the end of its useable service life. The Saab aluminum cylinder heads seem pretty fragile and prone to warping, and after almost 300,000 miles of service, I'm not surprised that yours wants to be retired. A reconditioned head for $350 seems like a fairly good price.
I'm wondering why you think the block needs so much work. Do you burn oil? Is it noisy? Does the engine run rough? How do the cylinder walls look? Was the buildup on the cylinders dry or oily? Was it consistent among all of the cylinders? Are you sure that it was carbon and not oil fouling? Excessive carbon deposits would be indicative of a rich mixture, so perhaps you have a problem in the fuel system that you're unaware of.
I'm inclined to agree with Sully that replacing the entire engine may be your best option. Used engines are really pretty cheap. For example, there is a complete '89 2.0 engine (minus turbo) on ebay right now with 91K miles on it for $450. I have no affiliation with this auction, I'm just using it as an example of what's out there.
