I live in rainy Vancouver (B.C.). Not snow nor even black ice this year. But last winter there were days when parts of roads were iced over. TCS intervened if I was overzealous with the throttle. But is TCS useful ? .... that all depends on your particular circumstance. I don't ski so I don't go up to the mountains to really see if TCS is a make-or-break feature.
I think ABS and SRS are way more useful features than anything else in my car.
