new BPC solenoid...where did the power go!

i was pulling like a nut the last few months but having the hard boost "bang" that puts you through the windshield...

BPC check out ok electrically but wasn't working correctly. my indie installed a used one for me (after $1000 valve job, not much $$ left)...

now it feels like another boring saab turbo!

so was the failure in the BPC solenoid allowing overboost, as it did push hard into the red before...now it don't enter on a 95 CSE. shouldn't the high pressure enter the red?
