At sun low angles, more of the sun will get into the car. At noon, most of the direct sunlight is blocked by the roof. The ACC manual does mention the need to adjust for sunlight, given the large amount of glass in the car.
That said, I think it's more of an issue of the ACC designers having too much time on their hands. Building an Automatic Climate Control system is easy; building a good one is very, very hard. That's because the feeling of temperature is very subjective. You feel hotter sitting in a car on a sunny day if you have a dark shirt on, versus a light shirt. How the heck can the ACC compensate? I've seen systems (not Saab) that try and measure the temperature of occupants using infra-red sensors.
So - does it work? Damn if I know. However, that's what the Saab ACC manual claims. I only report the news - I try not to make it.
