Hmmm, it sounds like you've got the right answer there- it would make sense if the reverse lockout is supposed to limit the travel to the right, and keep it at the point for 5th.
That design would make more sense than expecting someone to move the prescribed amount to the right by memory.
When I first drove the car, I didn't know about the reverse lockout collar, and didn't have any problems getting reverse-
After I found out about it, I assumed I may have just lifted it up by chance at that time when going for reverse. What you said is the only thing that would make sense, looking back.
I'll have to look into it and see, but that's got to be it...
