Removing fuse 9 or clipping the wire (same effect) removes the HP limit inside the ECU. Just because that limit has been removed does not automatically mean that you will get 25 additional horsepower.
The Engine control limits power through boost and timing for a bunch of other reasons. Perhaps it's detecting knock and dialing back boost. Maybe mixture adjustments to keep the O2 sensors happy is clipping the top end. Maybe the adaptation maps aren't happy.
For an engine in top condition, with all bits correct and high enough octane fuel, you should see an additional 25 hp. With the losses in an autobox, you might not feel a big difference. But if there are any other issues in the engine, from fuel octane to fuel pressure to a hot spot on one spark plug, those may be limiting power.
