You cannot scan the trans on the 9k. It's 100% mechanical. The NG900 is AFAIK the first Saab to have computer controlled shifting.
If you can manually shift through the gears, it's almost certainly the governor seals. Cheap in parts, and not rocket sience in terms of DIY, either. There's several write-ups on the internet of the R&R of these seals.
