Why not take the fender liner off ahead of time--now, say, if it concerns you enough to? I've been driving around with the one off for about a month, waiting for the opportunity to replace the pulley and tensioner bolts that conveniently arrived after I had replaced the pulleys and tensioner. There are no bad consequences to driving a car this way that I could tell.
It certainly can be replaced from above; I've slipped belts on/back on that way, but bear in mind replacing the belt does involve removing a pulley first, a tricky matter without the special tool... Without it you have to try and loosen the tensioner pulley bolt while the belt is still taut--all the while hoping that bolt isn't so tight you damage either the pulley or the tensioner shock as you try to. You might try loosening the bolt at home first, though. I don't think that, with the liner already out and just the road wheel to remove (as you would to change a tire, say) for access, routing a belt is the problem.
P.S. I still have an extra new tensioner pulley bolt I'd part with (they can snap), courtesy of a local dealership that prefers complex human interaction and typically regards customers as opponents, from the day they arrive...
