I put ainti-seize compound on the countersunk screw and do only a little tighter than hand tight. The locating pin you can do 5-7 ft-lbs. This may not be the answer you are looking for. But the rotor is held by the wheel bolts in any case so how tight these two screws are is really not critical. I'd worry more whether I can take them off later when I need to.
