I've had occasions where the fuel filter bolts are so seized up, that the only thing I could accomplish was to damage the filter body at the wrench ends they give you -- the filter changed shape rather than the bolts letting go. Fortunately, I noticed this and stopped the process before causing a leak at the filter.
If this looks to be the situation for you, STOP rather that risk a leaking filter, which will still be stuck there. It would be better to take the car to a mechanic at that stage and let them wrestle with it. I believe air ratchets are better able to break things loose in those circumstances.
Not that this will happen to you, but just keep it in mind.
