I had a small tear on the rubber elbow that runs to the throttle body that limited my boost pressures, similar to what you are experiencing. Leaks in the pressurized side are hard to find as they are silent at an idle, since they only leak when the turbo is pumping pressure into the intake.
Anyway, I believe that the elbow I mentioned is a common failure due to engine movement. I would suggest that you remove it and inspect it carefully for any splits that may become holes when pressurized.
BTW, you can easily make a testing kit with some PVC pipe from a hardware store, your hose clamps, and a spare valve stem. I drilled out a can and fitted the valve stem in the end of the can, then glued it so that it was airtight. It wasn't pretty to look at, but it worked!
