This is not very elegant, but it might work. Use a chisel to apply force tangentially to the nut.
You need a cold chisel and a 3 pound hammer. Rotate the wheel so that one point of the nut is at 9 o'clock. Make a notch just to the right of the point. Position the chisel so it is as at a tangent to the nut and hit it as hard as you can. You might want to use a thick leather glove on hand that holds the chisel, or better yet, engage the services of a victim to hold the chisel with a pair of slip lock pliers while you really smack it.
If you get it off, you don't need a torque wrench to tighten. You can loop a piece of rope over a breaker bar that is at 3 o'clock and stand in the loop to torque it. To apply the right torque, take the recommended torque, multiply by 12 to convert to inch-pounds. Divide that amount by your true weight in pounds(no cheating) and the result is the number of inches from the center of the axle that you place the loop along the breaker bar. Put all your weight on the loop until the nut no longer moves. Again, an assistant to hold the socket on the nut while you stand helps.
