The output of the front O2 sensor is doing exactly what it should. In order for a 3-way catalytic converter to work, it needs to see alternating slightly rich and slightly lean mixtures. So the Engine control has found the ideal mixture (0.5 volts), and is adjusting the mixture as necessary, about 1/second. It stays stuck at one voltage when cold, because the O2 sensor needs to warm up before it will work.
I keep promising to look in my Trionic manual to see what causes a P0130, and what the troubleshooting steps are. Hang in, I'll do that tonight.
With the newer cars, the CEL is tripped if something could impact emissions. So the CEL comes on for sometimes quite minor things that won't affect mileage or performance in any discernable way. Right now, it appears that everything is working as designed, and all you've got is a nusiance CEL.
