First question - Do you get ANY other fault codes, or is P0130 the only one?
Second - you mention Km. Where are you located? Different markets have some interesting differences.
Third - how do you read the codes, and how are you clearing them?
Fourth- what's your idle speed?
Knowing other faults codes, if any, will help with the diagnosis. The fact that the voltage is swinging is good - it is supposed to.
The way the system works, is that once it is warmed up (the sensor heater has cut back to 'normal' from 'heating'), the car is warmed up (coolant temp above 60C), the car isn't moving, the engine is idling, and a few other items, the ECU counts the number of transitions of the O2 sensor in 250 engine revolutions. If the number is greater than 14, the O2 sensor is OK, if it's less than 14, it tries again twice more, and if it fails three times, it generates the code.
If your idle speed is a bit high, that means the O2 sensor has less time to make those 14 transitions - 250 revs goes by quicker. Other thoughs are that there might be some strange issue with the heater circuit. It obviously works, or you'd get a O2 heater fault (P0135).
