I haven't done this particular repair yet, but looking at your photo, I'd consider adding a second, larger piece in the wheel well, sandwiching the old metal. The piece alone on top doesn't have much surface area connecting it to the wheel well, and the tearing forces on the weld and surrounding metal from the upward pounding of the shock would be severe.
The lower piece would be the equivalent of a big washer and would spread the upward load as compression over the underside of the wheel well.It wouldn't necessarily have to be welded, although it should be well bedded in and waterproofed.
