and with plastic and rubber involved, it isn't necessarily torque that'll loosen it up - rapid vibration may be the trick, especially if you can distribute the torque around the nibs.
Putting the ring on isn't that hard, but you've got to keep the insert aligned properly or the gauge will hang up and read incorrectly. There's a molded pointer on the top of the insert and on the tank - you may need to start the insert shy of lined up so that it ends up in the right spot.
