Front crank seal leak after replacement (Long)

I just replaced my oil pump O ring, front crank seal and the crank pulley with a genuine Saab part. The new seal seeps oil like the old one. Definitely coming from between the seal and pulley. I made sure the spring around the seal lip did not pop out when I installed it. No gouges on any mating surfaces, seal pressed in evenly, Vaseline on the seal lip to pre-lube it. The prior seal always had a very slight seepage from about 45K.
Only two things come to mind here,
1: The new pulley had very slight machine marks on the seal surface, not real bad maybe normal.
2: I had to snug the pulley bolt and then put the belt on and gently put a screwdriver in the P/S pulley to hold it, I did try putting the car in 5th.
Would this cause the pulley to ever so slightly cock when torqued? It seems to have a tiny wobble.
Car is a '95 9KCS 111K 2.3LPT
