Base boost tribulations

Yesterday I had the three boost controlling transistors in my 94 Aero's ECU replaced by a professional electrical engineer. He replaced all three, attached them to the heatsink and closed it all up.
After testing, I'm still at base boost. Turbo needle pegged at the yellow. Cruise control disconnected as a precaution. (thanks Bill Homer). With the W hose disconnected, the boost comes on with a vengeance, well up to the red lines, which is all I had the guts to push it to.
Readings:
BPC valve: 2.5 ohms from 1-2 and 2-3. Up to 3.2 ohms when it's hot.
ECU harness to BPC valve:
Pin 1, ~380K ohms, very small amount of voltage
Pin 2, 0 ohms, 12V key in, 14V ignition on
Pin 3, can't get a reading, very small amount of voltage
APC Fuse, 10A, Pin #5 isn't blown.
Does this last pin mean that the transistor is still bad? Or could it mean something even worse - wiring damage? Long ago, I had an idiot mechanic briefly install a 20A fuse in the APC circuit when the original 10A fuse was blowing. Is there anything else it could possibly be?
