The wire that runs from the fuse panel to pin 2 of the BPC solenoid is not energized with the car off; with the key in the "on" position, you should see +12V.
The measurements of 4M Ohm back through the ECU transistors are also good.
I do not think that you would benefot from replaced transistors (and the replacements are no better than the originals from what I know). Try cleaning out the BPC solenoid with some electronic contact cleaner.
