You can unplug the electrical connector to the BPC valve on the front of the engine compartment and you will not get any turbo boost.
BUT, why do you think you have to run premium and that you can't use regular gas? Look on your dash and you will see an abbreviation "APC." That stands for Automatic Performance Control, pretty unique to Saabs. For most cars, running premium gas is a waste of money and you don't usually get any better performance. However, the Saab computer can tell what kind of gas you have and will adjust the performance of the engine based on the type of fuel. So, if you run premium, your performance will be better. However, the Saab engine will run just fine on regular, 87 octane fuel.
