Just to be clear, the radiator fan is the big one on the engine side of the radiator. The AC fan is on the grill side of the radiator.
They come on at different times for different reasons. The AC fan is on the same circuit as the AC Compressor clutch - when the compressor kicks in, so does the AC fan. That is true if the car is hot or if it's 40 degrees (F) outside, or if the coolant is cold. The radiator fan comes on if the thermoswitch in the radiator says the radiator is hot (earlier cars) or if the coolant temperature is hot (newer cars without the radiator switch).
The AC compressor normally cycles on and off, so the AC fan will cycle on and off with it.
