The cooler weather could be a clue or a coincidence. You may have a boost leak that enlarges at normal operating temperature. Do you hear any noises with warm engine that you don't hear with cold?
Make sure all vacuum lines are in good condition and securely attached. Also check hoses and clamps between the turbo and throttle body. I think your ECU, BPC, turbo and wastegate are all okay. A leak in your hooter valve is a possibility, although I haven't heard of a hooter valve that was good cold and bad warm.
