This is to capture escaped fuel vapor rather than vent it to the atmosphere. It was a required emissions doodad, but no one's going to care if yours is not up to snuff.
The benefits mentioned by Ben and Simon are also true but are secondary to its preventive function from an emissions point of view.
However, you might wish to repair the break if possible, because when it warms up in the summertime you may wind up with fuel fumes in the cabin, which is unpleasant and conceivably dangerous.
Personally I'd take a wait-and-see approach. A few objectionable days might be easily remedied by leaving the windows cracked. And you might notice nothing at all.
