.6 on the 2K scale is 6 tenths of an Ohm, a virtual short in the automotive world. Either there is something amiss in the measurements, or both BPC driver transistors are shorted. As typical transistors do, over current will first short the transistor, and if enough current is available they will blow it open to infinity.
When the BPC driver transistors short, they should take out fuse # 5. Once the transistor shorts, it is a race between the transistor and fuse as to which blows first.
