well, other than a straight-short or a wide open circuit, it's hard to tell if a transistor is intact by measuring it's static resistance, even if you have the datasheet. It's much more straightforward to see if it provides the desired operation directly! Automotive-specific digital multimeters will do frequency.
The operational theory of the valve itself isn't really any different than the old APC solenoid, or a fuel injector for that matter. The only real difference is this solenoid is bidirectional, rather than spring loaded.
