First head gasket (and more) job, need advise

Had the head on my 95 Aero Rebuilt. Managed to break and then replace both timing chain guides in the process (with all the extra timing cover work implied).
So now I have the head (on the engine) at #1 TDC and the cam marks line up to the marks on the cam caps .....Almost. The intake side is lined up perfectly but on the exhaust side the spring force on the cams pushes the marks just a tiny bit off? how close is enough?
Should I install the chain tensioner before declaring victory on the marks?
Also I read in other posts about a 7 link measurement from sprocket to sprocket, from/to where is that measurement taken?
Last bit of clarification. Once I get everything together I should turn the engine over (manually) 4 times to insure that everything stayed aligned after the chain/tensioners came to a mutually acceptable way to operate...right?
Thanks for your input, I've already had many moral victories in getting this far, but none of that will matter until I can drive my SAAB again.
