The .025in gap would seem adequate for anything but the most worn bearing. The speed sensor tolerance stack up on a heavy duty transmission output shaft was .013 in. This was for bearing play and run out, tone wheel and shaft run out. and tolerance in the sensor mounting. Wheel sensor mounting deflection in the knuckle and spindle would add to numbers like this. It would seem that wheel bearing would have to be fairly well worn to cause the sensor to contact the tone wheel.
ABS activation at low speed most likely is the result of low sensor signal, the signal inherently decreases with speed, so there is not much voltage margin as the wheel comes to a stop.
At this point checking the sensor gap would be interesting, and making sure the tone wheel and sensor are clean by hosing them down with brake cleaner. A quick google check returns many responses for ABS activation at low speeds, it is a common problem. Most say to clean the sensor and check the signal voltage. For the 9000 the voltage should be 150 – 700 mV AC when the wheel is turned by hand.
