Get the fuel issue fixed first. Smelling fuel in the cabin is unlikely to be related to your boost issues.
If your boost gauge only goes up to the yellow (and not in or barely in) then you have no boost. Likely causes could be disconnect waste-gate actuator rod or large vacuum leaks or bad turbo.
If the gauge is in the middle yellow, your probably in base boost. Causes could be failed boost control valve or ecu failure or vacuum leaks. This is most likely the situation your in. Search for base boost issues and find out what to test, ect. Issues been beaten to death.
Last would be overboost which someone mentioned. In this situation, the boost will exceed the yellow and enter deep into the red zone. Sometimes, you'll hit fuel cut which means the ecu cuts fuel to the engine to prevent damage from over boosting (weather or not it works is debatable). This will feel like a bucking sensation followed by no boost until the turbo respools. Fuel cut is unrelated to the wastegate and will occur even if the wastegate actuator is totally isolated from the rest of the system. The wastegate must be shut in order for the turbo to generate any significant amount of boost.
