The wastegate rod is connected. You've checked vac hoses. I think you said the BPC is OK, and you checked that it's 3 hoses are properly connected.
The wastegate rod does require effort to move against the actuator. But you should be able to do it with your thumb, a couple fingers and a firm grip.
This may sound silly, but is the large hose to the intercooler connected, and not split? And there's nothing blocking airflow into the intercooler? Those would cause the no boost symptom you're getting. So would a split in the hose on the outlet end of the intercooler.
If the hooter valve is totally open you'd also have low boost. I haven't heard of a BOV failing that way but anything's possible!
Do you have a stock air filter or something else? Just thinking of what could be going on.
Like John G says, you could have a bad turbo, but the T25 Garrett is a pretty decent device and they don't fail all that often.
