No boost situations are rare in my experience. Usually its the wg actuator rod has come loose from the turbo or a large vacuum leak.
You can have a free turning compressor wheel on a bad turbo. Its possible the compressor wheel has sheared completely off the turbine shaft and is being held in by the thrust assembly. I've had this happen but the car also had a lot of smoke because the exhaust seal failed at the same time. At this point, I would consider removing the exhaust to make sure the turbine is spinning in relation to the compressor side. Also check to make sure the wastegate closes tight up against the waste-gate housing.
I suppose you could have a bad wastegate actuator too. How hard is it to move the actuator rod back and forth by hand?
