Followed no start checklist still no start! (bit long)

I've followed Ari's no start checklist: here is where I stand
Step 1:
With key set to "ON" CHECK ENGINE RADIATOR comes on briefly then goes away.
Checked fuses 23,13.
When probing both sides of fuse socket on fuse 23. I get a very low potential difference 0.8volts. When I probe one side to ground I get battery voltage. When I probe the other side of the fuse I get battery voltage +0.8v. Are both sides supposed to be hot? Does this imply a short?
Step 2:
Measuring ECU power through fuse 13 seemed to be fine.
Check ECU ground cable OK.
Step 3:
I popped the connector off the DI Cassette and did test pin 6 and 10 with an indicator light. No light when switch turned on.
I performed test 4 and thought I heard a click but was not really sure what I was listening for. I replaced the main relay anyway.
Still no Start
After replacing Main Relay the DI Connector test (step 3) was still a fail.
Additional info:
Checked voltage between battery neg. and ground: no volts.
Already replaced the fuel pump insert and tested (have sprayed gasoline smell all over to prove success of that). I'm taking this to mean the FP relay and related are OK.
Last thought: this car has been parked awhile, I'm running jumper cables from a running car but the 9000 still shows its low battery light.
Car is 95 9000 Aero Auto.
Im running out of ideas any help is much appreciated.
