I will admit that i am not an expert at the ABS system with the accumulator, but know something about it.
If the ABS pump motor works when you apply power directly to it AND the relay is working properly, then something else is blocking the power; chances are that there is a pressure switch nearby that shuts down the motor when proper minimum pressure is reached, or in this case the power is not delivered to the motor because the switch is broken (a typical failure mode for pressure switches).
I understand your desire to redo the entire system, but that seems like the harder way to address the problem.
