Very interesting. I looked at the relays and even tried to pry the covers off them on my '96, and found it impossible to do with the relays still mounted on the board. In the end I replaced my controller with one from I think it was a '94 with the same number but with slightly larger relays (both controllers had Siemens relays as I recall) and it worked fine.
Since then I have done the resoldering trick on these and had that work completely as a cure - - melting and reflowing the solder at all the attachment points of the relays, and any fat solder connections on the boards. Whatever the cause of trouble, this seems to work as a cure for various electrical problems on various boards and relays on these cars. I think the solder crystallizes with time and vibration, and its resistance rises.
Anyway, if you still have the relays you removed, can you get them open? Usually if a relay has a problem it's carbon or arcing at the contact points and small as they are, maybe they can be cleaned. I'd be curious if the removed ones show any problems to the eye.
Your finding of a stash of these relays may be a boon to keeping the cars going.
