After yanking out the locking mechanism (you don't want the steering wheel locking up!), it's probably easy enough to bypass the ignition switch with a pair of commonly available switches:
1. turns switched electrical circuits "on", i.e. "run" position of normal ignition switch;
2. momentary contact single-pole switch to the solenoid which engages the starter.
If left unlabeled, it might not be obvious to car thieves what these are for.
One of my friends in high school (long time ago...) bypassed the broken dashboard ignition switch in his Chevy Nova with a normal SPST light switch from the hardware store, dangling down by the wires; I don't remember the details, but do remember that you had to quickly turn off the starter once the engine was running.
