and probably contributes as much to the structural integrity of the car - OK, maybe it's a little bit thicker, but I doubt that it is structural. On many cars, and indeed on the front wheels of the 9000, the wheel liner is now made of plastic. It's main purpose is to keep moisture out of the structural parts and the interior.
Depending on how much metal is gone, perhaps you could pull down the shock, stick in a piece of sheet metal with a hole cut for the shock, pop rivet it in place, then apply your asphalt patches. I attempted doing something like this on the right side of my car with a piece of a polyethylene anti-freeze bottle, but when I started hacking away at the metal the hole grew significantly larger. I also saw that the welds on the outer side of the shock mount plate were gone, so the car went in for professional repairs - a new, thicker mounting plate and a metal wheel liner patch. A year or so later, I noticed that the left side was starting to bubble, so it went back to the same shop - cheaper the second time as I caught it before the shock mount was affected.
