Shock tower rust el-cheapo options

Remember a few weeks ago when I posted gleefully about my great find, a $750 1994 Aero?
Well, after $50 into governor seals, it sure is driving great. But if you read that message, you may remember that I discovered someone had improperly place the car on jackstands and had bent the floorboards and ripped holes into the body seams under the front driver and passenger sides.
Now we can add the right rear shock tower, which has rusted through. But ONLY in the wheelwell plating -- the strut bracket itself is perfectly solid where it attaches (I removed the carpet lining in that area to inspect both sides).
So...I don't see an immediate emergency here. This cries out for "watch 'n' wait" for the time being. I thought maybe I'd just make a sandwhich of asphalt adhesive patches on the inside and outside to seal out moisture and call it done.
Doesn't seem worth it to pay for the metalwork in any of these cases, as long as the car's structure is fundamentally sound.
Any other suggestions for handling this particular situation? I don't want to sound overly cheap to the extent of being cavalier or dangerous; but for what I have in this car I think it demands a budget approach.
Unless, of course, the strut bracket NEEDS the wheel arch plating for strength?
